Haryana's progress toward SDG targets is often constrained by fragmented data systems, limited interoperability between departments, and uneven analytical capacity. Many planning processes still rely on static reports rather than real-time monitoring. This makes it difficult to track outcomes, adjust interventions, or measure performance consistently across sectors.

Resilience begins in communities. SDGCAC's second pillar ensures that SDG integration happens where it matters most — in districts, cities, and villages. By equipping local governments with data, planning tools, and participatory processes, Haryana is embedding the 2030 Agenda into local realities.
The Challenge
Local development planning often faces capacity constraints, fragmented data, and limited citizen participation. Many Panchayats and Urban Local Bodies lack the tools or expertise to align their programs with the SDGs. Moreover, climate and disaster risks are not always integrated into district or community planning.

While Haryana has strong fiscal institutions, sustainable financing remains fragmented — with limited understanding of SDG-linked expenditure, few PPP models for social infrastructure, and minimal engagement with global green funds. This gap restricts the scaling of transformative ideas and projects.

Haryana faces the dual challenge of rapid industrialization and ecological strain. Air and groundwater quality are under pressure, carbon emissions are rising, and fragmented climate policies limit coordination. There is no unified framework to guide sectors toward net-zero growth.

Establish a state-wide platform connecting MSMEs and industries with green transition pathways, incentives, and expertise.
