The Sustainable Development Goals (SDGs) provide a comprehensive framework to address global challenges and promote a sustainable future. Endorsed by 193 nations, including India, the 2030 Agenda for Sustainable Development has been effective since January 1, 2016. In India, the Government has adopted a 'whole-of-government' approach to ensure the successful localization and implementation of these goals, with NITI Aayog serving as the nodal agency responsible for coordinating efforts at the national level. To support the implementation of SDGs, India's model of localization is actualized through the establishment of SDG Coordination Centres (SDGCCs) in collaboration with subnational governments and UNDP India.
Haryana took a pioneering step in 2017 by being the first state to formulate its SDG Vision 2030, aligning with the United Nations' SDGs. Building on this vision, the Government of Haryana, in partnership with UNDP, established the SDG Coordination Centre (SDGCC) in August 2018 under the Swarna Jayanti Haryana Institute for Fiscal Management (SJHIFM).
SDGCC has been instrumental in driving a paradigm shift towards SDG-driven governance by promoting an integrated approach to policy-making across state departments. In Haryana, the SDGCC has empowered policymakers through SDG-aligned budgeting and Output–Outcome Frameworks, robust indicator frameworks, an SDG Dashboard, and other key tools that strengthen evidence-based decision-making.
The Team
SDGCAC is driven by a multidisciplinary team of policy experts and development practitioners committed to advancing Haryana’s sustainable development agenda. With expertise spanning data governance, SDG localisation, climate action, gender equality, public finance, and capacity building, the team provides technical guidance and fosters cross-sectoral collaboration to accelerate progress towards the Sustainable Development Goals (SDGs).
Key Achievements
of SDGCC (2018–2024)
Together, these efforts gave Haryana a unique distinction — a state where governance is not only measured by growth, but by the quality of progress.

SDG-Aligned Planning and Budgeting
The SDGCC strengthened the linkage between policy, planning, and finance through SDG-aligned budgeting tools. The SDG Budget Alignment Report provides a comprehensive overview of budget estimates mapped to SDGs, enabling coordinated and integrated delivery across departments. This approach ensures that financial allocations are strategically directed towards achieving SDG outcomes.

Output–Outcome Monitoring and Performance Assessment
To enhance accountability and results-based governance, the SDGCC developed an Output–Outcome Monitoring Framework. This framework measures scheme performance in alignment with financial allocations and assesses their direct contribution to SDG targets. It supports departments in tracking effectiveness and improving implementation efficiency.
Data, Dashboards, and Evidence-Based Decision-Making
The Haryana SDG Dashboard was established to provide data-driven insights on SDG progress. It enables departments and districts to dynamically monitor indicators, identify gaps, and course-correct interventions. This digital platform has strengthened evidence-based planning and informed decision-making at multiple governance levels.

Sub-State Measurement and SDG Localization
SDGCC advanced SDG localization through the development of the SDG District Index, a robust mechanism to measure and compare district-level progress on SDGs. To further embed SDGs at the grassroots, SDG learning resource materials were created to support awareness and implementation at local government and community levels.

Stakeholder Engagement and Capacity Building
Recognizing the importance of inclusive participation, SDGCC organized legislator sensitization and engagement programmes focused on the budgetary process and SDGs. These events included interactive SDG exhibitions using LED panels, pledge walls, holograms, and films. The Centre also worked to align the private sector, NGOs, and academia with SDGs through dedicated linkage documents.

Sustainable Financing and Knowledge Management
The SDGCC supported innovative financing mechanisms, including the launch of Haryana’s Green Infrastructure Bond to promote sustainable and climate-resilient investments. In parallel, it documented and disseminated best practice case studies, capturing ten flagship initiatives from Haryana and highlighting implementation challenges, innovations, and measurable outcomes.

The Next Chapter
By 2025, the world — and Haryana — had changed. Development challenges grew more complex: climate risks intensified, data became dynamic, and the demand for inclusive participation deepened. It was time to move from coordination to acceleration.
The Sustainable Development Goals Coordination and Acceleration Centre (SDGCAC) emerged as this next-generation institution — building upon SDGCC's success while reimagining how sustainable governance can operate in the digital age. SDGCAC brings together sector experts, government stakeholders, civil society, academia and citizens to design a governance model that is evidence-led, participatory, and future-ready.
It acts as both a brain (analyzing data and shaping policy) and a bridge (connecting government, communities, and global partners) — ensuring that every rupee invested in development produces measurable, equitable impact.
A New Kind of Governance Ecosystem
SDGCAC represents a shift from static planning to dynamic systems thinking — where development is understood as interconnected, adaptive, and people-centered.
